On December 22nd 2015, Colombia’s President Juan Manuel Santos signed a decree that legalizes cultivation, consumption, export, and import of cannabis strictly for medical and scientific purposes.

Proponents of the new law say that as many as 400,000 Colombians suffering from epilepsy and other ailments could benefit from the regulations.

The new rules “represent a major step that put Colombia at the vanguard and forefront of the fight against illnesses”, President Santos emphasises. He adds that “allowing the use of marijuana does not go against our international commitments to control drugs or against our policy of fighting drug trafficking”.

Santos made absolutely clear that there are no plans to fully legalize cannabis for recreational consumption or commercial sale. Current laws allow the possession of up to 20 grams of cannabis for personal use.  It is also legal to possess up to 20 plants for personal consumption. Yet, distributing and selling cannabis will remain illegal in the South American country.
